Professional Experience

Brett Kelly is an electrical engineer with over seven years of experience performing power system studies in the electrical utility industry. Mr. Kelly joined Utility System Efficiencies, Inc. (USE) as a Senior Power Systems Engineer in February 2021. Mr. Kelly has extensive experience performing steady-state, voltage stability and transient stability studies and experience demonstrating compliance with the Transmission Planner (TP) and Planning Coordinator-related (PC) NERC reliability standards.

Prior to joining USE, Mr. Kelly worked as a Senior Transmission Planning Engineer at Sacramento Municipal Utility District (SMUD). While employed by SMUD, Mr. Kelly performed a wide variety of transmission planning studies and analyses. Mr. Kelly was responsible for performing the Balancing Authority of Northern California (BANC) PC annual 10-year transmission planning assessment and other associated studies, including MOD-033 steady-state and dynamic system model validation for SMUD, the Modesto Irrigation District, Roseville Electric Utility, and the City of Redding to ensure the long-term reliable operation of the BANC PC transmission system. In addition, he was also responsible for TP standards relevant to SMUD, he performed numerous power system studies, system impact studies for various generation and load impact studies, generation model verification and BES exclusion submission.
